The job overview of the Resident Engineer is to ensure construction works on site are carried out safely, correctly, expeditiously, and qualitatively in accordance with the contract documents, construction drawings, specifications, and the Engineer’s instructions. The Resident Engineer should contribute towards creating a good working relationship between the Engineering Consultant and the Contractor’s staff at all levels and adopt a positive attitude towards the construction.
JOB RESPONSIBILITIES
  • Act as the Engineer’s representative on-site for all reclamation and associated marine works.
  • Supervise and monitor dredging, sand filling, ground improvement (e.g. PVD, vibro compaction), revetment, and shoreline protection works.
  • Ensure contractor’s works comply with contract specifications, drawings, and approved method statements.
  • Review and endorse daily progress reports, survey data, and QA/QC test results.
  • Verify compliance with JKR, CIDB, DOE, and other statutory requirements.
  • Monitor quality of materials (sand, geotextile, armor rock, etc.) and construction methods.
  • Conduct site inspections, testing, and audits to ensure proper workmanship.
  • Maintain photographic and written site records for progress and claim validations.
  • Assist the Project Manager in liaising with local authorities (DOE, Marine Dept, DID, MBJB, and the related authorities).
  • Provide technical input during site meetings, progress meetings, and authority inspections.
  • Review contractor submissions including method statements, shop drawings, and technical proposals.
  • Support variation order evaluation and extension of time (EOT) assessments.
JOB REQUIREMENTS
  • Bachelor’s Degree in Civil/Coastal/Geotechnical Engineering or equivalent.
  • Candidates registered with the Board of Engineers Malaysia (BEM) are preferred.
  • A minimum of 7 years’ working experience in marine engineering/reclamation/dredging works.
  • Strong knowledge of ground improvement techniques, hydraulic filling, marine structures, and environmental compliance.
  • Excellent leadership, communication, and problem-solving skills.
