The Clerk of Works (COW) is responsible for the day-to-day inspection, monitoring and supervision of construction activities for the Bukit Tagar Industrial Park development. The COW will act as the Client’s site representative to monitor construction progress, workmanship, materials and compliance with approved drawings, specifications, method statements, project requirements and relevant standards. The role will involve close coordination with the Project Manager, consultants, contractors and other project stakeholders to ensure that works are carried out properly, efficiently and in accordance with the approved construction programme.
KEY PERFORMANCE MEASUREMENTS
  • Monitor daily construction progress and promptly report delays, constraints or potential programme slippage to the Project Manager / superior.
  • Monitor and maintain the quality of workmanship and ensure compliance with approved drawings, specifications and construction requirements.
  • Identify and follow up on defective or non-compliant works to ensure timely rectification.
  • Coordinate with consultants and contractors on technical and site-related issues to ensure smooth progress of works.
  • Maintain accurate and up-to-date site records, inspection records and progress reports.
JOB DESCRIPTION
  • Carry out regular and daily site inspections to monitor ongoing construction activities.
  • Monitor construction works to ensure compliance with approved drawings, specifications, method statements, inspection and test plans and relevant standards.
  • Check construction materials delivered to site and ensure that approved materials are used in accordance with project requirements.
  • Monitor workmanship and construction methods and highlight any defects, deficiencies or non-compliance for rectification.
  • Assist in verifying setting-out, levels, alignment and dimensions of works and coordinate with the Contractor’s surveyor and consultants where required.
  • Monitor site activities against the approved construction programme and highlight delays or potential issues affecting project completion.
  • Monitor site manpower, plant, machinery and material resources and highlight any potential impact on progress.
  • Witness and/or monitor relevant inspections, testing and quality control activities carried out by the Contractor.
  • Maintain detailed daily site records, including work activities, manpower, plant and machinery, materials delivered, weather conditions, inspections, testing, progress and site issues.
  • Maintain photographic records of construction progress, defects, inspections and rectification works.
  • Record and follow up on site instructions, consultant’s instructions, observations, outstanding works and rectification requirements.
  • Coordinate with consultants, contractors and subcontractors on site issues and assist in resolving construction-related matters.
  • Attend site meetings, technical meetings and coordination meetings where required.
  • Assist the Project Manager and consultants in monitoring the Contractor’s compliance with contractual, technical and quality requirements.
  • Review construction drawings and specifications and highlight discrepancies or potential construction issues to the Project Manager / consultants.
  • Monitor general site safety, housekeeping and environmental control measures and highlight any non-compliance to the relevant parties.
  • Assist in the verification of completed works for progress assessment, measurement and certification purposes where required.
  • Maintain good working relationships with the Contractor while ensuring the Client’s interests and project requirements are properly protected.
  • Perform any other duties related to site inspection and construction monitoring as assigned by the Project Manager / superior.
JOB REQUIREMENTS
  • Diploma or Degree in Civil Engineering, Construction Management, Building Technology or a related discipline.
  • Minimum 8–10 years of relevant experience in construction site supervision, inspection or infrastructure works.
  • Experience in infrastructure, industrial park, township or other large-scale development projects will be an advantage.
  • Strong knowledge of construction methods, materials, workmanship standards and quality control requirements.
  • Ability to read and interpret construction drawings, specifications, method statements and contract documents.
  • Familiarity with construction setting-out, levels and coordination with land surveyors.
  • Knowledge of relevant Malaysian standards, specifications and regulatory requirements.
  • Good communication and coordination skills to liaise with consultants, contractors, subcontractors and project stakeholders.
  • Proficient in preparing site reports, maintaining site records and monitoring construction progress.
  • Good observation and problem-solving skills, with the ability to identify construction issues and follow up on corrective actions.
  • Able to work independently and effectively in a fast-paced construction environment.
  • Proficient in Microsoft Office applications.
  • Relevant COW / IOW certification or registration will be an advantage.
  • Willing to be based at the Bukit Tagar project site.
  • Ability to operate a drone for site monitoring, progress documentation and aerial photography will be an advantage.
  • Ability to communicate in Mandarin and/or other Chinese dialects.
